I put up a big photo because I don't know if you can make out the two big birds on a roof deck scoping out the landscape.
They are big and the feathers look all black and from a distance, kinda ugly. So what could they be? Vultures? Buzzards?

I think they are turkey vultures. I've seem them closer than I'd like. Go away now.
There's a vacant brick house on NJ Ave (1607 maybe?) that has a decorative attic window without any glass. I've seen turkey vultures nesting up there, perched on the oval-shaped opening. I'm sure your photo is one of one of those checking out the neighborhood.
